President Ruto Announces Ambitious Plan - 1 Million Digital Jobs in 5 Years

    Back to News and Updates

President William Ruto has unveiled a series of new laws and policies aimed at fostering the expansion of IT-enabled services within the country. The President emphasized that these measures are designed to unlock significant opportunities within the Business Process Outsourcing (BPO) services sector.

    Bolstering National Competitiveness

The Government of Kenya is actively bolstering the country’s competitiveness and aligning it with global standards to accelerate the growth of the Business Process Outsourcing (BPO) market and other IT-enabled services.

President William Ruto has emphasized the importance of scaling up government investments in critical digital infrastructure, including national broadband networks and digital hubs. These initiatives are designed to support the creation of employment opportunities for at least one million digital workers over the next five years, demonstrating a proactive approach to economic transformation and technological advancement.

Expanding the Business Process Outsourcing (BPO) Sector

“We are determined to secure a significant portion of the BPO sector for the benefit of our ambitious young workforce,” President Ruto stated, highlighting Kenya’s readiness to compete globally in digital services.

Kenya’s strengths include a large, skilled, and youthful population, government policies that prioritize the digital economy under the Bottom-Up Economic Transformation Agenda, and an education system increasingly focused on digital skills development.

Additionally, Kenya’s strategic geographic position within global time zones and widespread proficiency in the English language place the country in a strong position to attract BPO and digital service investments, fostering inclusive economic growth and job creation.

    Collaborative Efforts and Strategic Partnerships

President Ruto made these remarks during the inauguration of the Call Centre International (CCI) Global Contact Centre in Tatu City, Ruiru, Kiambu County. The facility has already created over 5,000 jobs, serving as a strong indicator of Kenya’s expanding BPO capacity.

The event brought together key stakeholders, including Cabinet Secretaries Rebecca Miano and Eliud Owalo, Kiambu Governor Kimani Wamatangi, and United States Ambassador to Kenya Meg Whitman. Their presence underscored the importance of collaboration between government institutions and international partners in strengthening Kenya’s digital economy.

    Sector-Specific Legislation and Policy Reform

The President reaffirmed the government’s commitment to developing sector-specific legislation that aligns with international standards across short, medium, and long-term timelines.

These reforms aim to modernize existing laws, create a supportive regulatory environment, attract new investments, foster innovation, and position Kenya as a competitive player in the global ICT-BPO industry.

    Comprehensive Skills Training and Sustainability

President Ruto highlighted ongoing collaboration between the government and the private sector to provide comprehensive skills training for Kenyan youth, ensuring they are well-prepared for future digital and BPO-related job opportunities.

These efforts include enforcing international BPO standards, updating fiscal and non-fiscal incentives to keep pace with technological advancements, and investing in sustainable green energy solutions to support long-term sector growth.

Such measures are designed to enhance Kenya’s competitive edge while promoting sustainable development and job creation.

    Investors and Government Collaboration

President Ruto called on investors to partner with the government through its Digital Hubs Program, aimed at expanding BPO operations and facilitating sector growth nationwide.

This collaborative approach reflects Kenya’s commitment to building a resilient, sustainable, and globally competitive BPO ecosystem. By fostering partnerships, encouraging innovation, and creating an enabling business environment, the government seeks to unlock Kenya’s full potential as a leading destination for global digital services.

    In Summary

Kenya’s strategic investments in digital infrastructure, skills development, policy reform, and public-private partnerships position the country as a strong contender in the global BPO and digital economy landscape.

Through inclusive growth strategies and a clear focus on youth employment, the government is laying a solid foundation for long-term economic prosperity driven by technology and innovation.
